  • Kutaisi City (Georgia) - Cooperation agreement signed on 3rd May 2016
  • Marijampolė (Lithuania) - Cooperation agreement signed on 26th May 2018
  • Valga (Kingdom of Spain) - Cooperation agreement signed on 25th August 2018
  • Çamliyayla (Turkey) - Cooperation agreement signed on 10th September 2018

City Twins Association

At present there are 4 city twins’ pairs in the Association:

    1. Imatra-Svetogorsk (Finland – Russia)
    2. Narva-Ivangorod (Estonia – Russia)
    3. Frankfurt(Oder)- Slubice (Germany- Poland)
    4. Valka-Valga (Latvia – Estonia)

City Twins Association was created with the aim to share the experience and best practices to solve the common problems of the border regions and  their successful balanced development.

The Association is concentrated on developing cooperation between the bordering twinning cities in the following sectors:

  • Co-operation between the city administrations
  • Local industrial development
  • Promotion of labor mobility
  • Social and health issues
  • Border crossing
  • Education and training
  • Cultural co-operation
  • Co-operation of the third sector / citizens
  • Promotion of interests of the city twins in different political levels (national, EU-level)

Administration of municipal formation «Town of Gatchina», Gatchina Municipal District

Valka Municipality Council has signed Partnership agreement with Administration of municipal formation «Town of Gatchina», Gatchina Municipal District about development Estonia-Latvia-Russia cross border cooperation Programme within European Neighbourhood and Partnership instrument 2007-2013 project ELRI – 135 „Border light”.

In municipalities of Valka (LV) and Gatchina (RUS) many years work amateur theaters, due to which big international festivals take place in cities. Valka amateur theater and Gatchina experimental theater in their duration have staged plays of many famous dramatists that have educated and gave joy to audience.

The popularization of Russian dramatist works and improvement of quality of staging are needed to develop theatres’ activities and provide success. Jointly staged plays are planned to perform, firstly in October of 2012 in festival “Avant-guard and traditions” (Gatchina,Russia) and July of 2013 in festival “Tālvils” (Valka,Latvia), secondly in other theater festivals.

To improve theater work both, theater directors and actors need extra knowledge. Therefore within project framework training seminars are planned. External experts will be cinematographs and theatre specialists invited fromLatvia andRussia.

Improvement of intermediate culture relations between Latvia and Russia through organizing educational, cultural events, exchange of experience trips will be implemented within the project.
